Labor Relations provided notification to Joint Labor and our Public Safety Units earlier today that the City recently received a public records request from PTOTECT17 for A list in electronic, spreadsheet of all the City’s current employees that includes the fields listed below or the closest equivalents used in your human resources files. We are requesting this information for a non-commercial use.”

Washington state law (RCW 42.56.250 (12)) requires the City to give notice to employees and to any union representing employees of requests for records or information “located exclusively in an employee's personnel, payroll, supervisor, or training file.” 

The City of Tacoma’s definition of “personnel file” includes electronic files in the Human Resources Management System (HRMS). This request includes information electronically housed within the HRMS system.  

This email notice serves to inform you of this request and of your right to seek an injunction on behalf of your members under RCW 42.56.540, which allows a superior court to block release of the records if the court finds that release “would clearly not be in the public interest and would substantially and irreparably damage any person, or would substantially and irreparably damage vital governmental functions.”

This notice will also be provided to all City employees.  

Records will be released to the requester, PROTECT17, unless an injunction is filed by an employee or by a representing union within 10 days of the date of notice.
